This briefing paper provides an overview of drug use in Japan, regulatory efforts by police and the judiciary, governmental and legislative responses and support for people who use drugs amongst civil society actors. The paper ends with a number of recommendations developed on the basis of this information.

The report documents a record 11 million people in prison worldwide, with over 124 prisons exceeding their maximum occupancy rate. Global Prison Trends shows how this increase in numbers is driven by a punitive approach to criminal justice where more costly prison sentences are favoured over non-custodial alternatives.
The overcrowding and underfunding of prisons, alongside the overuse of imprisonment, has resulted in poor health services and sanitary conditions for prisoners that make people in prison and prison staff acutely vulnerable to COVID-19.

This document is based on currently available scientific evidence on treatment for drug use disorders and sets out a framework for the implementation of the Standards, in line with principles of public health care. The Standards identify major components and features of effective systems for the treatment of drug use disorders. They describe treatment modalities and interventions to match the needs of people at different stages and severities of drug use disorders, in a manner consistent with the treatment of any chronic disease or health condition.

The main purpose of this guidance is to provide recommendations for preventing COVID-19 cross infection among beneficiaries and staff involved in the implementation of food and nutrition assistance for PLHIV and TB clients, while ensuring the continuity of food and nutrition assistance to PLHIV and TB, introducing adaptations where appropriate. Implementation of these recommendations should be done in alignment with country-specific guidance from national government.

HIV-related stigma and discrimination (SAD) affects the lives of people living with HIV/AIDS (PLHIV) worldwide. SAD, appearing in multiple forms such as prejudice, negative attitudes, or abuse, obstructs PLHIV from participating as full members of society and from enjoying the highest attainable living standard. Global authorities have since targeted elimination of SAD, acknowledging its far-reaching impact which makes the prospect of attaining optimal service coverage unlikely. Collecting evidence on the magnitude of SAD is the first step towards formulating and implementing effective programs and policies to combat SAD.
This report presents the results of the PLHIV Stigma Index Indonesia - a community survey to document experiences of SAD among PLHIV in 11 selected districts. Spiritia Foundation commissioned the implementation of the survey to the AIDS Research Center of Atma Jaya Catholic University Jakarta in close collaboration with the community-based implementing unit organizations (IUs) in each district. The PLHIV Stigma Index 2.0 survey instrument, developed by the Global Network of People Living with HIV, was used to collect information on SAD in PLHIV. Trained enumerators in each district administered the questionnaire and recorded responses electronically.

Guaranteeing human rights for everyone poses a challenge for every country around the world to a differing degree. The public health crisis is fast becoming an economic and social crisis and a protection and human rights crisis rolled into one. In some, ongoing crises, especially armed conflict, put human rights and other international legal protections under extra pressure. The COVID-19 crisis has exacerbated the vulnerability of the least protected in society. It is highlighting deep economic and social inequalities and inadequate health and social protection systems that require urgent attention as part of the public health response.
