‘Men who have sex with men’ and the corresponding acronym ‘MSM’ refer to all men who engage in homosexual behaviour, regardless of gender identity, motivation for engaging in sex, or identification with any particular ‘community’. The words ‘man’ and ‘sex’ are interpreted differently in diverse cultures and societies as well as by the individuals involved. As a result, the term MSM covers a large variety of settings and contexts in which male to-male sex takes place. The term ‘gay’ is used by some people to refer to a sexual identity that they apply to themselves and other men that is based on the sex they have with other men.

WHO (2010) An assessment of the current situation of HIV/AIDS among men who have sex with men (MSM) and transgender (TG) populations and the national responses was undertaken by the WHO Regional Office for South-East Asia. The countries assessed are Bangladesh, India, Indonesia, Maldives, Myanmar, Nepal, Sri Lanka, Thailand and Timor-Leste.

HIV/AIDS among MSM and Transgender Populations in Maldives: The Current Situation and National Response. Unknown Author (2010) The first case of HIV in the Maldives was reported in 1991. The latest data show 14 Maldivians have been diagnosed with HIV/AIDS, and of these 10 have died. In addition, 243 expatriates working in the Maldives were diagnosed with HIV, but most likely they acquired HIV elsewhere.

Over the past two years it has become increasingly clear that scaling up services to most-at-risk populations (MARPs) around the world, particularly in concentrated epidemics, has to be prioritized if universal access to HIV prevention and care is to be achieved. An important challenge to reaching MARPs is that they are often marginalized, stigmatized and discriminated against. Partly as a result of this, and partly as a result of self-segregation, there is often a lack of information about these groups.
