Presentation on The Global Fund and Costing HIV Responses in Asia, 28 October 2010

This document presents the result of a study which aimed to assess the socio-economic impact of HIV in wide range of areas (income and employment; consumption, assets and savings; coping mechanism; stigma; health; education; gender etc). It also contains information on impact mitigation policies and programmes.

This is a presentation on the status of the AIDS Epidemic in Asian countries. This was presented during the International Epidemiological Association Meeting in Colombo last May 24, 2010.

Half-way through the National Strategic Plan on HIV and AIDS (NSP) period (2007-2011), this Joint Mid-Term Review (JMTR) aimed to assist the National AIDS Program in taking stock of achievements and challenges in implementation so far. The JMTR had the following objectives:

• To assess the status and dynamics of the HIV epidemic in the Maldives
• To assess whether national responses adequately address the dynamics of the epidemic
• To assess the implementation of the NSP to date, with a focus on priorities and analysis of gaps
• To recommend strategic actions for 2010-2011 to fill the gaps, and estimate the cost of doing so.

The JMTR took place between 7-13 December 2009.

The drug of choice in Malaysia is opiate-based drugs (heroine and morphine) and marijuana. In the past decade, annually more than 35,000 drug addicts are identified in the country which has reduced significantly, and in 2008--to about 25, 000 cases. From 1988 – 2008, there are 285,762 addicts that are registered with National Anti-Drugs Information System (NADI). The advent of synthetic drugs (ATS) is a present challenge to Malaysia.

• Methadone Maintenance Therapy to achieve 25,000 coverage by 2010
• Needle Syringe Exchange Program to achieve 15,000 Coverage by 2010
• Safe Sex (Condom use) for the HIV+ve and those who have sex with HIV+ve or unknown HIV status partners
