The DOH Administrative Order No. 2017-0019 or the Policies and Guidelines in the Conduct of Human Immunodeficiency Virus (HIV) Testing Services (HTS) in Health Facilities defines HIV Treatment hubs as a hospital with an organized HIV and AIDS Core Team (HACT) that facilitates in-patient and out-patient prevention, treatment, care and support services to PLHIV including but not limited to antiretroviral therapy, HIV testing services, clinical management, patient monitoring, and other care and support services.

When we began this project, we realised that there was little consolidated information on the HCV situation in Malaysia, whether epidemiological reports, patient voices, or the diagnostics and treatment environment. This report seeks to fill that gap and be a useful tool for clinicians, civil society, policy makers, politicians, and other stakeholders working towards access and affordability of HCV diagnostics and medication.

Unitaid's Strategy for 2017-2021 is firmly grounded in its Constitution, which states that Unitaid aims to "contribute to scale up access to treatment for HIV/AIDS, malaria and tuberculosis for the people in developing countries by leveraging price reductions of quality drugs and diagnostics, which currently are unaffordable for most developing countries, and to accelerate the pace at which they are made available".

Why do we need to act now? Some viral STIs, like human papillomavirus (HPV) and HIV, are still incurable and can be deadly, while some bacterial STIs – like chlamydia, gonorrhoea, syphilis and trichomoniasis – are curable if detected and treated. Each year, 357 million new cases of these four curable STIs are acquired by people aged 15–49. In addition, 417 million people in this age group have herpes simplex virus type 2 (HSV-2) infections, which can cause genital herpes disease. Antimicrobial resistance (AMR) to Neisseria gonorrhoeae is increasing, which may lead to untreatable infections. In addition, new menacing diseases such as Ebola virus disease and Zika virus disease have more recently been identified and found to be sexually transmissible.

The Alliance Strategy (2016-2020) HIV, Health and Rights and theory of change describe ‘using a person-centred approach’ to increase access to quality HIV and health services and to realise the human rights of people living with HIV and others affected by HIV.
As the HIV response becomes increasingly biomedical, we believe it must also be firmly embedded in rights-based and community-led approaches, and in the principles of Greater Involvement of People living with HIV and Positive Health, Dignity and Prevention, all of which have been the bedrock of the AIDS response so far.
At its most basic level, we look at health from an individual perspective, placing individuals at the centre of our HIV response. We consider health as much more than the absence of illness and think holistically about an individual’s full range of needs, desires, capacities and human rights.

The present guidance was developed with the support of the WHO Advisory Group on Integrated Surveillance of Antimicrobial Resistance (AGISAR) to assist countries and other stakeholders in the establishment and development of programmes of integrated surveillance of antimicrobial resistance in the foodborne bacteria (i.e., bacteria commonly transmitted by food) by taking a One Health approach. This guidance document replaces the previous version published in 2013.

The primary purpose of antiretroviral therapy is to keep people living with HIV in good health. In the large majority of people living with HIV, antiretroviral medication can be chosen that reduce the amount of HIV in the blood to levels that are undetectable by standard laboratory tests. It can take some months to reduce viral levels to undetectable levels and allow the immune system to begin to recover. Antiretroviral therapy is transformative for people living with HIV. It enables people to regain their quality of life, return to work, enjoy their families and enjoy a future filled with hope.

This document provides key considerations on when clinically stable children, adolescents and women who are pregnant or breastfeeding as well as members of key populations (people who inject drugs, sex workers, men who have sex with men, transgender people and people living in prisons and closed settings) can benefit from access to ART services for clinically stable clients, including less frequent clinic visits and multi-month refills for ART and other medications. The guidance provides the rationale and the approach to expand differentiated ART delivery to populations of people living with HIV who previously may not have been considered “eligible” for ART delivery models for clinically stable clients.

A greater understanding of HIV in high prevalence countries has increased awareness of the need to prioritise adolescents in HIV prevention, treatment, care and support. At the same time, a growing recognition that adolescence is a distinct time of life has focused attention on adolescents’ different needs. Adolescents are now included as a separate target group in global and national strategies.
This Good Practice Guide was developed to offer programme managers and service providers concrete implementation guidance and support as they seek to address adolescents’ needs more effectively. It is intended to shape a provider’s approach and work so that adolescents living with HIV and those from key populations can obtain the services they need and live healthy, productive lives. The Good Practice Guide is shaped by the principles of the Positive Health, Dignity and Prevention Framework, with adolescents and young people at the centre, managing their own health and well-being.
