In 2016, WHO published its consolidated guidelines on the use of antiretroviral (ARV) drugs for treating and preventing HIV infection. As part of this revision, WHO recognized that, as antiretroviral therapy (ART) is scaled up and countries adopt the “treat all” policy, ART services will need to be differentiated to provide adapted packages of care to people living with HIV with varied clinical needs. The objectives of these guidelines are to provide recommendations outlining a public health approach to managing people presenting with advanced HIV disease, and to provide guidance on the timing of initiation of antiretroviral therapy (ART) for all people living with HIV. To develop these recommendations, WHO convened a Guideline Development Group in March 2017. Using the evidence generated through two systematic reviews, the GRADE process was used to determine the strength of the recommendation and quality of the evidence.

This publication provides guidance on the public health response to pretreatment HIV drug resistance (HIVDR) to non-nucleoside reverse-transcriptase inhibitors (NNRTIs) among people without prior antiretroviral (ARV) drug exposure or people with prior ARV exposure who are initiating or reinitiating first-line antiretroviral therapy (ART). It also provides the consensus prevalence or threshold of pretreatment HIVDR to NNRTIs at which specific public health actions are triggered. This publication is a supplement to Chapter 4 of the 2016 WHO consolidated guidelines on the use of antiretroviral drugs for treating and preventing HIV infection (2016 WHO consolidated ARV guidelines).

This strategic plan is the first of three UNFPA strategic plans leading to 2030. It describes the transformative results that will contribute to the achievement of the Sustainable Development Goals, and, in particular, to good health and well-being, the advancement of gender equality, and the empowerment of women and adolescent girls, with a focus on eradicating poverty. The strategies introduced in the strategic plan are evidence-based and take into account the lessons learned from previous plan cycles.

Drug Policy Network South East Europe (DPNSEE) initiative for 2017 is creation of a glossary of terms related to the problem of drugs that we hope will contribute to better understanding the drug problem in more empathic manner. Glossary will be an alphabetical list of terms used in a domain of drug policy, with the definitions for those terms. It will contain explanations of concepts and terms related to the field of drugs and relevant related matters. The glossary should serve firstly to member organisations in a way that will help in process of harmonization of opinions and attitudes. Secondly, this material will serve a wider range of groups of people including policy makers, stakeholders, activists, the media, police, judiciary and others.

Achieving universal access to sexual and reproductive health (SRH) products and services is fundamental to empowering women and men with the tools to live healthy lives and fulfill their reproductive intentions. As a key component of Sustainable Development Goal (SDG) 3 – to ensure healthy lives and promote wellbeing for all at all ages – universal access to SRH products and services plays an important role in preventing unplanned pregnancies, reducing maternal and newborn mortality and controlling and ending the HIV epidemic. The Guide for Promoting Sexual and Reproductive Health Products and Services for Men focuses on meaningfully engaging men and creating an enabling environment to increase men’s use of SRH products and services. Drawing on lessons learned from the promotion of male condoms, vasectomy, voluntary medical male circumcision (VMMC), HIV testing services (HTS) and sexually transmitted infection (STI) testing and treatment, the guide provides guidance, resources and examples of approaches that have increased men’s use of SRH products and services in a variety of settings.

The primary purpose of this Guidance on Gender Responsive Budgeting (GRB) for the HIV response in Asia and the Pacific is to offer top management, national planners, and civil society organizations a resource on how to integrate gender equality into HIV policy and planning. The note is based on a paper prepared for UN Women on Applying GRB to the HIV Responses: A Case Study of Cambodia, Indonesia, and Thailand, and serves as a stand-alone framework for applying gender responsive budgeting to HIV policies and programming. UN Women recommends using GRB methodology in the HIV response as this approach can facilitate equality and fairness in terms of HIV budget allocations and expenditures, while also increasing transparency, accountability and efficiency of public funds that aim to reverse and eventually end the HIV epidemic in Asia and the Pacific.

This toolkit was developed by young people, for young people, to be used by networks of youth-led and youth-serving organizations to change the world! The toolkit will also be useful for others, including civil society groups, government departments and everyone concerned with adolescent health and well-being. The purpose of this toolkit is to guide the design, implementation and monitoring of an effective national advocacy action roadmap to bring about positive policy-specific changes to improve the health and well-being of adolescents.

In the 37th meeting of the Community Forum on AIDS (CFA), the request was made that ACA provide the reasoning for not adopting suggestions (if any) raised by stakeholders during the strategy formulation. In the 92nd ACA meeting, members agreed to address those suggestions that were most controversial, with a view to helping stakeholders and relevant communities understand the rationales behind the new set of Strategies, and also draw support from society at large. Accordingly, this document lays out the rationales during the process of formulating the Strategies for 2017-2021, including the key factors considered, the guiding principles, the views collected during stakeholder and public consultation, and the deliberations involved in some specific issues.

This guide introduces the enhanced peer outreach approach, which engages previously unidentified members of key populations for HIV prevention and testing, particularly those who are hard to reach and who may be at high risk or already have HIV. This guide describes the approach, its potential benefits and the steps involved in implementing it. LINKAGES also developed the Enhanced Peer Outreach Approach Training Curriculum for Peer Outreach Workers. This training curriculum complements the implementation guide by offering a detailed curriculum for training peer outreach workers in how to use the approach.

The objective of this document is to make available WHO recommendations on child health in one easy-to-access document for WHO staff, policy-makers, programme managers, and health professionals. The compilation can also help better define gaps to prioritize guideline updates. WHO produces guidelines according to the highest international standards for guideline development. The main principles are transparency and minimizing bias in every step of the process. The process of developing guidelines is documented in WHO Handbook for guideline development. The development process includes the synthesis and assessment of the quality of evidence, and is based on the Grading of Recommendations, Assessment, Development and Evaluation (GRADE) approach.
