Governmental commitments at major international conferences such as the Fourth World Conference on Women (Beijing, 1995), the International Conference on Population and Development (ICPD, Cairo, 1994), and the World Conference on Human Rights (Vienna, 1993) have firmly established women's reproductive rights as human rights that must be enforced. More recently, with the reaffirmation of the Millennium Development Goals (2000), governments have agreed that addressing women's reproductive health as a fundamental human right is key to promoting gender equality and the right to development.
