The Asian Harm Reduction Network: Supporting Responses to HIV and Injecting Drug Use in Asia. UNAIDS (2001) In the past two decades, many countries in the Asian region have witnessed dramatic changes in drug-use patterns, with more individuals switching from smoking to injecting. These changes have resulted in the deterioration of the health status of drug users. Newer and more potent forms of drugs have flooded the Asian markets, and there has been a rapid increase in the numbers of drug users all across Asia. Legal and social impediments to needle and syringe availability have caused users to inject with inappropriate equipment in unhygienic circumstances. We have begun to see ugly wounds and abscesses among the injecting drug users (IDUs) and a rapid increase in the numbers of drug users infected with hepatitis B/C and HIV.

Drug Use and HIV Vulnerability Policy Research Study in Asia. UNAIDS and UNODCCP (2000) In many of the study-countries minor modifications to the drug control legisla- tion are necessary in order to implement more effective HIV/AIDS prevention among drug users. High-risk behaviours are commonplace among drug users in all the study- countries and there is an observable trend of multiple drug use. In general, drug policies in the study-countries are not supportive of effective HIV prevention among drug users. With the exception of law enforcement, drug problems are not generally accorded high funding priority.

Regional Strategy for the Prevention and Control of STD/AIDS in Pacific Island. South Pacific Commission Noumea (1997) The HIV epidemic in the Pacific has been described as “nascent” in the appropriately-titled January 1996 report, Time to Act: The Pacific Response to HIV and AIDS. The report acknowledged that over the past decade HIV has spread widely across the region. As of July 1997, a total of 942 HIV infections and 344 AIDS cases have been reported to the South Pacific Epidemiological and Health Information Service (SPEHIS) by 15 countries in the region. These numbers represent a 20 per cent increase over similar data from 1995, when the Time to Act report was compiled.

Treatment Access_for_IDU_Living_with_HIV_in_Asia

Factors such as stigma and discrimination, poverty, criminalization of drug use, sex work and homosexuality, limited antiretroviral therapy (ART) service facilities and lack of trained healthcare professionals on HIV treatment have all been cited as barriers to HIV treatment access for people living with HIV (PLHIV).
